In Afghanistan, the armed opposition sent ambulances packed with explosives, and displaying the protective emblems, through security cordons.
The ICRC publicly denounced this grave violation of international humanitarian law following the “ambulance attack” of 7 April 2011 on a police training compound in Kandahar that killed twelve people.
An opposition spokesman pledged to conduct an inquiry into the incident and said that such attacks would not happen again.
What kind of misuse does such an attack constitute?
