CASE 2: Sautland: Collecting wounded people in need.
A neighbourhood within the city of Sautland has been the site of intense fighting for several weeks. Many civilians and combatants have been wounded and are in urgent need of medical assistance. The authorities are not providing any assistance.
Ambulance teams from the nearest hospital want to enter the area. When they reach the scene, however, they find that the army has put up large earth walls and soldiers are denying access to everyone.
Imagine you are part of one of the ambulance teams. You manage to reach the commander in charge by phone, to negotiate safe access. He tells you that access is being denied for security reasons, as fighting could break out again at any time.
